One of the goals was to sterilize approximately 30 percent of the low-AML population of each herd, even though it was not approved in the 2018 decision.

The action proposed by this DNA was to expand the East Pershing Complex project area southward to include more lands in the Stillwater Field Office (the North Stillwater HMA already overlaps the Stillwater Field Office). Horses have been observed over time to encroach south from the North Stillwater HMA and to tier a DNA to the existing EA would enable the Humboldt River Field Office to remove them.

The East Pershing Complex Gather Plan environmental assessment (EA) (DOI-BLM-NV-W010-2017-0009-EA) analyzed the effects gathering and removing excess wild horses from several Winnemucca District Herd Management Areas (HMA), along with applying fertility control vaccines and sterilizing approximately 30 percent of the low-appropriate management level (AML) population of each herd. The goal is to achieve and maintain low AMLs within approximately the next 15 years (20 at the time of publication of the EA), revisiting the complex as frequently as possible to remove, treat, and sterilize horses.
